Amendment of the Agreement : The original Agreement was amended by a Protocol signed at Lake Success, New York, on December 11, 1946. This indicates that there were modifications or additions to the original Agreement to reflect new terms or adjustments agreed to between the parties.
Vietnam's Succession to the Agreement : The Republic of Viet Nam succeeded to the Agreement on 11 August 1950. Official notifications were received indicating the transfer of responsibilities and obligations related to the application of this Agreement in the territories concerned (Viet Nam, Laos, and Cambodia). These notifications, received respectively on 11 August 1950 for Viet Nam, on 7 October 1950 for Laos, and on 3 October 1951 for Cambodia, announced that the obligations of the Convention had been transferred to these governments, thus succeeding the responsibilities of France.
