Cambodge

The Royal Government of Cambodia expresses its intention to give effect to the provision of Article 19 of this Protocol."

France

It is expressly declared that the French Government reserves for French establishments in India the right to apply the transitional provisions of Article 19 of this Protocol, it being understood that the period referred to in point iii of subparagraph b of paragraph 1 of this Article is fifteen years from the entry into force of the Protocol.

The French Government also reserves the right, during the same period, in accordance with the transitional provisions of Article 19, to authorize the export of opium to French establishments in India."

Inde

1. It is hereby expressly declared that the Government of India, in accordance with the provisions of Article 19 of this Protocol, will authorize :

i) The use of opium for quasi-medical needs until December 31, 1959;

ii) The production of opium and its export for quasi-medical purposes to Pakistan, Ceylon, Aden, and the French and Portuguese possessions in the Indian peninsula for a period of fifteen years from the date of entry into force of this Protocol.

iii) The use of opium smoking, throughout their lives, by opium addicts aged at least 21 years who were registered for this purpose by the competent authorities on or before 30 September 1953.

2. The Government of India reserves the right to modify this declaration or to make any other declaration under Article 19 of this Protocol at the time of depositing its instrument of ratification.

Iran (République islamique)

In accordance with Article 25 of the Protocol for Limiting and Regulating the Cultivation of the Poppy and the Production of, International Trade in, Wholesale Trade in and Use of Opium, dated at New York on 23 June 1953, and in accordance with Article 16 of the draft law approved on 16 Bahman 1337 (7 February 1959) by the Iranian Parliament, the Imperial Government of Iran declares its ratification of the said Protocol and hereby further specifies that such ratification shall not in any way modify the Law for the Prohibition of the Cultivation of the Poppy, approved on 7 Aban 1334 (30 October 1955) by the Iranian Parliamentent.

Pakistan

The Government of Pakistan authorized for a period of fifteen years from the date of entry into force of the said Protocol:

i) the use of opium for quasi-medical purposes;

ii) the production of opium and/or its importation from India or Iran for quasi-medical needs.
