Brazil would like to take this opportunity to reiterate the declaration that was made in due course during the plenary session of the Conference for the negotiation of the Protocol, held in Geneva from 6 March to 24 March 1972, that the amendments to Article 36 of the Convention do not oblige States whose laws prohibit the extradition of nationals to extradite such nationals..
Pursuant to the provisions of Article 21 of the Protocol, Brazil wishes to clarify that it does not accept the amendment made by Article 1 of the Protocol to paragraph 4 of Article 2 of the Single Convention on Narcotic Drugs of 1961..

Cuba
The accession of the Republic of Cuba to the Protocol amending the Single Convention on Narcotic Drugs of 1961, concluded in 1972, may not be interpreted as implying recognition or acceptance by the Cuban Government of the racist Government of South Africa, which does not represent the people of South Africa and whose systematic use of the discriminatory policy of apartheid has led to its expulsion from international organizations, condemnation by the United Nations and rejection by all the peoples of the world.
The accession of the Republic of Cuba to the Protocol amending the Single Convention on Narcotic Drugs of 1961, concluded in 1972, shall not be construed as implying recognition or acceptance by the Government of Cuba of the Government of the Republic of Korea, which it does not consider as the authentic representative of the interests of the Korean people.
With regard to the provisions contained in subparagraph ii of paragraph 2 b of article 14, the Government of the Republic of Cuba declares that, in accordance with its national legal regime, legislation and policy, extradition is subject only to the existence of bilateral treaties.

The Government of Israel will proceed to ratify the Protocol only after receiving assurances that all neighbouring States intending to become parties thereto will do so without reservation or declaration, and that the alleged reservation or declaration concerning Israel made by one of Israel's neighbours regarding its participation in the Single Convention of 1961, and which was cited at the meeting of the Second Committee on 18 March 1972, will be withdrawn.
Upon ratification :
The Government of the State of Israel, in accordance with the powers vested in it by law, has decided to ratify the Protocol while maintaining all its rights to adopt towards any other party an attitude of complete reciprocity.

Koweït
The Kuwaiti Government considers that its accession to the Protocol does not imply recognition of Israel and does not oblige it to apply the provisions of the aforementioned Protocol with respect to the said country.

Mexique
Based on the provision of article 2, entitled "Reservations" of the Protocol amending the Single Convention on Narcotic Drugs, 1961, signed at Geneva on 25 March 1972, the Government of Mexico, in acceding to that international instrument, expressly reserves the application of articles 5 (amendment to paragraph 5 of article 12 of the Single Convention), 6 (amendment to paragraphs 1 and 2 of article 14 of the Single Convention) and 11 (new article 21 bis, "Limitation of opium production"). Consequently, with regard to the articles to which a reservation is made, the relevant texts of the Single Convention on Narcotic Drugs, 1961 in its original form are binding on Mexico.

Reserve :
The Government of the Union of Myanmar wishes to make a reservation with respect to Article 6, relating to the right of the International Narcotics Control Board (INCB).
The Government further wishes to make a reservation with respect to paragraph 2 (b) of Article 14, relating to extradition, and does not consider itself bound by the said paragraph in respect of nationals of Myanmar.

With a reservation regarding paragraph 2 of Article 26 contained in the document of 3 May 1972 signed by the Minister of Foreign Affairs of Panama.
The reservation reads as follows:
Subject to the express reservation that the amendment made by Article 14 of the said Protocol to paragraph 2 of Article 26 of the Single Convention on Narcotic Drugs of 1961: (a) shall not in any way modify the extradition treaties to which the Republic of Panama is a party in any way which may require it to extradite its own nationals; (b) shall not oblige the Republic of Panama to include in any extradition treaties it may conclude in the future a provision requiring it to extradite its own nationals; and (c) shall not in any way be construed or applied so as to impose on the Republic of Panama an obligation to extradite any of its own nationals.]

Pérou
[The Government of Peru] makes reservations to the last part of the second paragraph of article 5 of the Protocol, amending paragraph 5 of article 12 of the Single Convention on Narcotic Drugs of 1961, because it considers that the power to exercise supranational control functions granted therein to the International Narcotics Control Board (INCB) is contrary to its role as a coordinating body for national control systems.

Having regard to the declaration made by Algeria upon accession :
The Government of the State of Israel has noted that Algeria's instrument of ratification of the 1972 Protocol amending the Single Convention on Narcotic Drugs of 1961 contains a declaration concerning the State of Israel. It considers that this declaration, which is explicitly of a political nature, is incompatible with the aims and objectives of that Protocol..
He therefore objects to the declaration concerning the State of Israel made by Algeria in its instrument of ratification of the 1972 Protocol amending the Single Convention on Narcotic Drugs of 1961.
