- The Republic of Viet Nam signed the Protocol on 25 March 1972. See also note 32 in chapter I.2 and note 1 in chapter III.6..
- On 12 November 1999, the Government of Portugal informed the Secretary-General that the Protocol would apply to Macao. Subsequently, on 9 and 15 December 1999, the Secretary-General received communications from the Governments of China and Portugal concerning the status of Macao (see also note 3 under “China” and note 1 under “Portugal” in the “Historical Information” section in the front matter of this volume). Upon resuming the exercise of sovereignty over Macao, the Government of China notified the Secretary-General that the Convention would also apply to the Macao Special Administrative Region.

- The former Yugoslavia had signed and ratified the Protocol on 25 March 1972 and 23 June 1978, respectively, with the following reservations: "With [the] reservation [that] Articles 9 and 11 of the Protocol [. . .] shall not apply in the territory of the Socialist Federal Republic of Yugoslavia." - The signature on behalf of the Government of Paraguay had been affixed preceded by the words "ad referendum" in accordance with the instructions contained in the full powers. In a communication received by the Secretary-General on 18 October 1972, the Permanent Representative of Paraguay to the United Nations confirmed that the words "ad referendum" preceding his signature should be understood as meaning that the Protocol in question was subject to ratification by the Republic of Paraguay in accordance with the procedures established by the national constitution and to the deposit of the corresponding instrument of ratification in accordance with the modalities provided for in the Protocol..

- By notification received on 18 January 1980, the Government of Egypt informed the Secretary-General that it had decided to withdraw the reservation concerning Israel. For the text of the reservation, see United Nations, Treaty Series, vol. 976, p. 101. The notification indicates 25 January 1980 as the effective date of the withdrawal.
- In a note received by the Secretary-General on 14 December 1978, the Government of India clarified that the reservation made to Article 14 of the Protocol refers only to paragraph 2 (b) of Article 36 of the Single Convention on Narcotic Drugs, 1961.
- By a communication received by the Secretary-General on 26 December 1973, the Acting Permanent Representative of Israel to the United Nations made the following statement: In its instrument of acceptance of the Protocol, the Government of Kuwait included a declaration of a political nature concerning Israel. The Government of Israel considers that declaration to be inappropriate and in contradiction with the principles, purposes and objectives of the Protocol and therefore deems it to be of no legal value. The Government of Israel will adopt an attitude of reciprocity towards the Government of Kuwait, and this declaration cannot affect the obligations of Kuwait under general international law.
- On 3 October 1983, the Secretary-General received from the Government of Argentina the following objection: "[The Government of Argentina] formally objects to [the declaration] of territorial application made by the United Kingdom in respect of the Malvinas Islands and their dependencies, which it illegitimately occupies under the name 'Falkland Islands'. The Argentine Republic rejects and considers null and void [the said declaration] of territorial application."
