Here is the list of notes in End Note format with their corrected and integrated references :
- On 9 and 15 December 1999, the Secretary-General received communications from the Governments of China and Portugal concerning the status of Macao. See also note 3 under “China” and note 1 under “Portugal” in the “Historical Information” section in the front matter of this volume. Upon resuming the exercise of sovereignty over Macao, the Government of China notified the Secretary-General that the Convention would also apply to the Macao Special Administrative Region.
- The German Democratic Republic, by virtue of its accession on 4 October 1988 to the Protocol of 25 March 1972 amending the Single Convention, had become, on the date of that accession, a participant in the Convention. See also note 3 in Chapter I.2.
- The Government of the Plurinational State of Bolivia had initially deposited its instrument of accession to the Convention on 23 September 1976. On 29 June 2011, the Government notified the Secretary-General of its intention to denounce the Convention. In accordance with article 46, paragraph 2, the denunciation took effect on 1 January 2012. Following this denunciation, the Plurinational State of Bolivia re-acceded to the Convention with a reservation. See C.N.94.2013.TREATIES-VI.18.
- The former Yugoslavia had ratified the Protocol on 23 June 1978. See also note 1 under “Bosnia and Herzegovina”, “Croatia”, “The former Yugoslav Republic of Macedonia”, “former Yugoslavia”, “Slovenia” and “Yugoslavia” in the “Historical Information” section in the front matter of this volume.
- The Secretary-General has received communications from the Governments of China and the United Kingdom concerning the status of Hong Kong. See also note 2 under “China” and note 2 under “United Kingdom of Great Britain and Northern Ireland” in the “Historical Information” section in the front matter of this volume. On resuming the exercise of sovereignty over Hong Kong, the Government of China notified the Secretary-General that the Convention would also apply to the Hong Kong Special Administrative Region. Furthermore, the notification made by the Government of China contained the following declaration: The reservation made by the Government of the People’s Republic of China to paragraph 2 of article 48 of [the said Convention] shall also apply to the Hong Kong Special Administrative Region.
- See note 1 under "Montenegro" in the "Historical Information" section in the front matter of this volume.
- With declaration of application to Niue and Tokelau. See also note 1 under “New Zealand” regarding Tokelau in the “Historical Information” section in the front matter of this volume.
- Czechoslovakia, by virtue of its accession on 4 June 1991 to the Protocol of 25 March 1972 amending the Single Convention, had become, at the date of that accession, a participant in the Convention. See also note 1 under “Czech Republic” and “Slovakia” in the “Historical Information” section in the front matter of this volume.
- On 8 July 2021, the Government of Bahrain notified the Secretary-General of its withdrawal of the following declaration made upon accession: [T]he accession of the State of Bahrain to the said Convention does not in any way imply recognition of Israel or the establishment of any relations with it.
- In this regard, in a communication received on January 15, 1999, the Finnish Government informed the Secretary-General of the following: The Finnish Government considers that these reservations raise doubts about their compatibility with the object and purpose of the relevant Conventions, particularly the reservations concerning subparagraph 1) of paragraph b) of Article 32(2) and paragraphs 2 and 9 of Article 6. According to the Vienna Convention on the Law of Treaties, and in accordance with well-established customary international law, a reservation that is contrary to the object and purpose of the treaty is not permitted. It is in the common interest of States that the treaties to which they have chosen to become Parties are observed by all Parties in relation to their object and purpose, and that States are prepared to undertake any necessary legislative changes to comply with the obligations arising from the treaties. Therefore, the Finnish Government objects to the aforementioned reservations to the Conventions made by the Vietnamese Government. This objection does not impede the entry into force of the Conventions between Vietnam and Finland. The Conventions will thus take effect between the two States without Vietnam benefiting from these reservations.
- On 31 October 2022, the Government of Viet Nam notified the Secretary-General of its decision to withdraw the reservation to paragraph 2 (b) of article 36 relating to extradition, made upon accession to the above-mentioned Convention.
